Staff unanimously recommends Lloyd Kraal Construction and Consulting for the position of Model Block Construction Manager. Mr. Kraal is a licensed general contractor with extensive experience as a construction manager and owner’s representative. Mr. Kraal has managed an aggregate of over $100 million in construction work and has over 20 years of experience in construction cost estimating. Mr. Kraal is a certified Small Business Enterprise under the Agency’s Interim Purchasing Policy and Procedures. Mr. Kraal is also certified as a Micro Local Business Enterprise by the City’s Human Rights Commission.
